4mb line not at full speed despite syncing at 4096/640

So here's my story,

  • Line went down last tuesday after massive storm (luckily had my router unplugged and off the phone line).
  • Reported it to telkom - obviously nothing happened for days
  • Got hold of my friendly local telkom tech who came out on friday - said it was a problem at the exchange and promised said he'd get someone to look at it on sat.
  • Sat evening line back up - syncing at 4096 and 640, attenuation 53db, noise margin 13.3db (same as before)
BUT

I can't download at anything above about 40k, not torrents, not local downloads, not streaming. It feels like a 384 line exactly.

I've tried capped accounts, uncapped accounts, unshaped accounts - all the same. I've tried capped IS accounts which give the same problems then when I remote into another location and try the account on that line it gets 300k easily.

I know when I first upgraded from 384 to 4mb my friendly telkom tech told me they switched something remotly but they also had to physically change something at the dslam i think. My feeling is that whoever fixed my line put me onto the wrong/bad dslam but I don't know enough and I don't want to needlessly hassel him without a firm idea that the problem is on their side.

It also worries me that it's syncing at 640up -doesn't seem right

Any ideas?

Perhaps Telkom has reset your line and you are on the 384Kb profile, this is probably something Telkom f'd up. Give them a call and tell them to reset your profile to 4Mbps.
