i wantto start a forum

First step is to think the whole thing out. What will you need on the forum and how should it look? This will help you decide what forum software you should use. I like SMF forums cause its free and fairly easy to use however their user profiles are not that great. You could also go with things like IPB forums however you have to buy a licence from them to use it.

The forum you linked to uses phpbb which is free (http://www.phpbb.com/) but I used them once a long time ago and found myself very lost and confused. This was a long long time ago though when I knew next to nothing about forums. One major thing is that if you go with free forum software, the support for it might be really bad vs paid software that normally has a whole support team.

Once you have picked out what forum software you would like to use you can buy the domain and hosting. Just be careful when it comes to hosting. Your hosting plan must allow php, at least 1 database and around 1gb of diskspace should be more then enough. I like to host with www.hostgator.com cause they fairly cheap and offer unlimited everything.

After all that is done you just install the forum onto your web site.
 
The hosting & domain is the easy part.

1. choose an available domain & register it.
2. Get hosting which would allow for forums. Heavy forums are generally not allowed on shared hosting packages. so ask your host about this first. But, for a new forum a shared hosting account would be fine. Later on, as it grows you may want to upgrade to a VPS or dedicated server(s) as needed.
3. Take a look at various forum scripts (check on http://www.hotscripts.com for a list of PHP forum scripts). vBulletin is the most popular commercial one, but costs $285
SMF & phpBB are the 2 more popular free forum scripts, but also check out something lik Fireboard (which integrates with Joomla) or other forum scripts to see which one will suit your needs
