delivery – is believed to be failing its residents in Khayelitsha and Mitchell’s Plain based on the results of two surveys commissioned by the council itself.
The council has not released the latest survey results and city spokeswoman, Kylie Hatton, has denied that there is any dissatisfaction over service delivery in these regions.
The survey found that 27% of Khayelitsha residents still used a bucket system for sewerage and seven percent had no access to sanitation. About 20% of residents in the township are not protected by stormwater drainage systems and 11% of residents are without electricity while 23% have no street lighting.
In Mitchell’s Plain about 14% of residents do not have electricity and seven percent still use a bucket system for sewerage or use pit latrines. However, the survey found that most other residents in other suburbs of the city were satisfied with the council’s performance.
Hatton says the rating given to the city in 2009/10 was about the same as the rating it received in the 2010/11 survey. However, the minutes of the Joint Strategic meeting of the mayoral committee and executive management team held early in March show that officials decided to withhold the survey results from the media and members of staff.
The other main concerns among Khayelitsha and Mitchell’s Plain residents are the lack of housing, safety and severe levels of unemployment that are plaguing the province.
The results of the surveys, conducted by TNS, have been embargoed until [-]the council decides to release them.[/-] after local government elections.
The survey was conducted among 3 000 residents of Cape Town’s eight health districts including the Western, Northern, Tygerberg, Klipfontein, Mitchells Plain, Khayelitsha, Southern and Eastern districts.
