Hi Guys

Did anybody else see the sunday times article regarding the SNO in the business section?

It basically says the SNO licence will be issued this coming monday or tuesday.

Sorry, I don't have a scanner and I cant see it on their site.

Alan Friedland, who heads up failed bidder Optis, says his company has “taken on all the parties involved in the SNO, particularly the minister of telecommunications” in court.

When we bid for the 51%, right in the beginning, about three years ago, we had to raise about R6-billion with immediate funds,” says Friedland.

The company was unsuccessful in raising guarantees for the funds, but asked for the licence to be issued nonetheless, saying it would come up with the R6-billion later.

Friedland says the minister later awarded 13% of the tender — later reduced to 12.5% — to two other parties.

“But she had called for a 51% tender,” says Friedland.

He says his company went to court because it was financially adequate for 13% or 12.5%. “She misrepresented her tender,” he charges.

interesting point he raises. lets hope this retard we call our communications minister gets fired, this surely can't be legal. in which case i fully support this guy. getting rid of ivy is more likely to bring change to the industry faster than the licensing of the SNO, which has been going on since 3 years ago
 
One day the Telkom connection to this 3 year SNO delay is going to come to light. Mark my words ...

Billions of R were/are at stake for Telkom ...

and our communications minister is any less dodgy? if they can kill each other then let them. what i'm saying is that she's the reason for the state of telecomms as it is now. he seems to have a better case against her than she has against him. if she can be eliminated from the equation, we might see change faster than waiting for the SNO.

True i agree with you in every sense, except i dont want to see the issue dragged out in court for another year or two and never ever see the sno.

afaik the review of telkom's PSTN licence in the light of the draft terms of the SNO licence has not been completed yet....this review was outsourced by ICASA to a law frim in JHB and is crucial to issues of infrastructure sharing etc

apart from the optis crap (and it really is crap and if this guy holds the country to ransom then the myadsl hitsquad really needs to go and have a word) i would not be surprised if there is a further delay due to telkom not liking the amendments to its licence
 
This is getting rediulous ... The municpalites have almost rolled out working broadband, and SNO is still bickering over licenses... This reeks of a telkom style beurocratic system. :-(

About the review of Telkodemonopoly's PSTN licence, this much I can understand, but surely the ECB [assuming the National Assembly re-approves, and it is signed by the prez] will determine the possible licence conditions and access conditions surrounding the Local Loop?
[i.e. regardless of what Telkodemonopoly's """expired""" monopoly mandate licence says?]

IMO ICASA might have assurances that the ECB will be re-approved now that it has been approved by the NCOP - otherwise ICASA would simply have to wait for the ECB to be passed before they could issue SNOTata with a PSTN licence...

it is pathetic in that i can only imagine that that the esseno is getting a PSTN/PSTS/VANS(?) licence which would be issued in terms of the telecomms act...the review of tlekoms licence would likewise be a review of a PSTN/PSTS/VANS(?) licence under the telecomms act

then the ECA comes in - not so much of a case that the ECA specifically deals with local loop issues (it doesn't) but it changes the whole licensing structure...so then the SNO will need a new set of licences (communications network service, communications service, frequency) as will telkom

provision for LLU, int access etc is made under the ECA but requires some further steps from the minister and/or icasa...the licences themselves will deal with the detail of how the |S|N|O gets access to these

Telkom = Government if you look into the shares
It's just like the previous attempts... do someone in in the process of awarding the tender and while it looks like you are doing the job of de-monopolising... someone else takes you to court and halts the process... nice tactic.
