PRESS RELEASE – SANRAL CONFIRMS GAUTENG E-TOLL TARIFFS

Following an extensive consultation process incorporating National and Provincial Government, trade unions, motoring organizations and other interested parties, SANRAL is pleased to announce the conclusion of the working group authorized by the Minister of Transport, Hon. S’bu Ndebele, into the Gauteng toll fee structures.
Open-road tolling of the Gauteng freeway network is a necessity for the redemption of capital expended on the Gauteng Freeway Improvement Project, and was initially announced and gazetted early in 2011.
In essence, the primary finding by the working group is that the funding model used by SANRAL in determining e-toll tariffs is fundamentally correct.
Taking cognizance of changed economic conditions, primarily a nominal reduction in discount rate as a result of the global economic crisis and attendant low interest rates worldwide, SANRAL is able to announce an average reduction on previously gazette tariffs of 3.5%.
Typically, a Class A2 vehicle (light motor vehicle) identified as a GFIP user solely from its licence plate, and therefore paying full tariff, will incur an e-toll charge of 64.0c per kilometer (previously 66.0c). Where the operator of the same class of vehicle elects to utilize an electronic tag, the toll tariff shall be 47.6c per kilometer (previously 49.5c).
Significant discounts as previously announced, for off-peak time of use and frequent useage, will remain in force.
National Government and the African National Congress have proposed, in an effort to limit the impact on the poor, the following additional measures:
• A flat e-toll tariff of 6.0c per kilometer for road users earning less than R120,000 per annum, based on information provided by the South African Revenue Service.
• The abolition of toll fees in their entirety for minibus taxis and buses, where these vehicles are members of an approved umbrella body, such as a Taxi Association, and display the appropriate association emblem.
• The cross-subsidisation of toll fees for the indigent and for public transport vehicles as described above, by the imposition of a surcharge of 54.0c per kilometer on road users earning in excess of R500,000 per annum, based on information provided by the South African Revenue Service.
It is hoped that these proposals shall form part of the official announcement, once approved by SANRAL’s legal department.
