I just bought a car privately and would like to know the procedure for change of ownership(yellow form) and vehicle registration(blue form)?

After filling which colour form do u get the new log book?

Here's my scenario:
Im a cash buyer whose waiting for the seller to get the log book from the bank.
Does the seller give my this log book(where the Title holder: Bank ;Owner: Sellers Name) once they get it or do they need to get a new one where they are both the title holder as well as the owner, which they hand to me?

The seller is keeping the number plate. At which stage do i get new plates?

I then fill in the blue form where i get the licience disc.
 
Since you're in KZN...

The yellow NCO Form needs to be completed by the Seller and Buyer. Legally the seller should then hand this in to his Registering Authority to have the vehicle taken off his name and have the buyer identified. However, you can produce the NCO when you are registering and licensing the vehicle on your name. Just make sure to get a copy of his ID as well.

You will need the blue RLV Form completed (Sections A & C if it's a cash deal). Copy of your ID and the original Registration Certificate. Registration is R 100,00. Licensing amount depends on the current expiry date. You will pay an adjustment fee to update the expiry date and R 36,00 transaction fee for the RTMC. You wont get a licence disc unless the vehicle has passed a Roadworthy Test within the last 6 months.

The current owner will need to register himself as the Titleholder once he has got the Registration Certificate from his bank. He will get a new Registration Certificate which is the one you will need. If he gives you the one showing the bank as the Titleholder the licensing office will not process the transaction. So make sure Titleholder and Owner details match on the Reg. Certificate.

The number plate retention depends on the number that he has. If it is a short number (generally 3 to 4 digits) it is regarded as a personalised number and you will get a new number when you licence the vehicle on your name. If however it is a "normal" number that he wishes to retain then he needs to do it before you have registered the vehicle on your name.

Which form will the seller need fill to register himself as the Title Holder once he has the registration certificate from the bank? Does the seller incur any cost?

I as the buyer will prefer to submit both the yellow and blue forms once i get the NEW Registration certificate. Will i get the new plates at this stage?

The second one lol.

He needs the same documentation as you. Yellow NCO form which the Bank will send to him with his Reg. Certificate and a blue RLV Form. Cost will be R 100,00 to register. If he needs to retain the number he will normally do this at the same time. In which case he pays the adjustment fees and the R 36.00 transaction fee. You then get the benefit of his licence fee payment and just pay the R 36.00 transaction fee when you licence the vehicle.

If he retains the number the vehicle will get a new number at that stage. You will then get the same number when you licence. Doubt he will have plates made so you will most probably need to get those done yourself.
 
We both wont be able to do all this at the same time....We will be doing each of our registrations on different days.

Day1:
So he fills the yellow form(between him and the bank) and the blue form(his details), which he pays R100 for, without liciencing the vehicle? He will also ask to keep his plates at this time?

Day2:
Once thats done and i have the new Registration certificate i submit the yellow(with his any my details) and blue(my details) forms and collect my new plates? I will also pay for registration and liciencing.

It can be done on the same day. BUT he needs to complete his transactions first. If he wishes to retain the number then he will have to licence the vehicle. I take it he has a vehicle that he wishes to retain the number to?

You will both pay the R 100.00 registration fees and the R 36.00 transaction fees. But only one of you will pay the licensing fee. If he retains the number, he pays, you get the benefit.

You mean the new vehicle hes putting his old plates on?

I dont understand why only one of us pays the licencing fee? Why do i get the benefit? (Not that im complaining)

Nope. I mean the vehicle that you are buying. When a retention is done BOTH the vehicles need to be licensed. So should he retain the number he needs to licence the vehicle that is giving up the number as well as the vehicle that is receiving the number.

Don't want to get too technical but basically in order to get the number of that vehicle it has to be given a new number. And that can only be done via the licensing transaction.

It's only your car once you register and licence it lol. But yes, if he wants to retain the number he will need to complete two blue forms as both vehicles will need to be licensed as part of the retention process.
 
Hi guys i need help or advice rather i bought a bike a year ago from a private seller and am still battling to get the papers from him he doesn't have them anymore and he is not cooperating with me advice pls guys i am gatvol
 
Ouch. Do you have any proof that you bought the bike from him? Eg. Receipt? Preferably signed by both you and him with all the details.

Do you have copy of his ID?

Should have withheld money until he gave the bike and papers.

I have got the traffic registration for the previous owner
and the registration certificate of the car

I stay in JHB and I have purchased a vehicle from the seller a long time ago. He has not de registered the vehicle from his name or provided me with the title of ownership in his name. The title of ownership that I have for the vehicle is still in his banks name. I have not registered the vehicle since October 2013 and it is now December 2016. I would like to now sell the vehicle as I am leaving for England next year. What steps can I take to rectify the situation and have the vehicle paperwork sorted out without previous owners details, I do not have his contact information. And how much would I now pay for penalties of non license renewal for these 3 years?

Just leave the car at the airport when you leave for England. Far less trouble for you, major problem for the old owner.

Get a company that specialises in this to do it. They'll move it onto his name and then onto yours.
 
Thanks guys for responding so quickly. I feel as though i should take Billy's advice because this guy has given me the run around since day one, unfortunately that would be expensive too.
Ahoudet would you know the name of any company that provides this service?

Hi Guys -please help.. I purchased a vehicle from Mr Blue . Mr Blue purchased the vehicle from Mr Smith but did not change ownership and ran the car on Mr Smith name . Now I bought the vehicle from Mr Blue who gave me a blank yellow form with Mr Smith's signiture and the cars log book. So In essence Mr Blue is just a middleman. I have parked this car off but am ready to license it my on my name. The license is also expired by a year so I am aware that i need to pay penalties. I don't have Mr Smith copy of I'd and i dont speak to Mr Blue due to a legal matter about the condition of this car. I really need to get this car registred to use it as transport for university.. Any help on how i can register this car will be much appreciated .. thank you
