i need a voice line, i was advised that i convert the current line to a DSL line, add a "pots" filter then split the DSL line , one for my modem and the other for my voice landline....is that possible? this way, i only pay the R152 for the 384kbps line?
No, that's the standard way of doing it. You're not really splitting the line, you're just blocking the higher frequencies from being transmitted to the telephone. You still have to pay the analogue rental as well as the R152 384kbps DSL charge.
