As the title says there is now a utility to get HSPL/RSPL on your phone over at xda (http://forum.xda-developers.com/showthread.php?t=1195647).
It will allow you to flash custom (unsigned) roms. Although I don't think there are any custom roms out there yet. Also, windows phones don't have any bloatware that you can't uninstall, so I don't know if there's much of a need for this yet.
