Cape Town - President Thabo Mbeki expects a second national fixed-line phone operator to be operational later in 2006, he said on Friday.

"Work is proceeding apace to address such challenges as the cost of telecommunications...

"The second national telecommunications operator should become operational later this year," Mbeki said in his annual state of the nation speech.

No wonder why Poison Ivy wanted to wait until after this speech in order to make her new policy directives. She will now feel there is no pressure (from Mbeki) for her to speed up the liberalisation of the telecoms sector.

Which means she now has a perfect excuse to go back to sleep and forget about her job until next year's State of the Nation speech. After all, the President seems to be satisfied with the telecoms future based solely on the introduction of the SNO. Poison Ivy probably thinks she deserves a pat on the back for this, in spite of the fact that the SNO is several years late because of her incompetence.
