Is there any isp that sells just local access?

All of the IS accounts come bundle with International and local, and SAIX are mostly hardcapped, but is there any isp that i can get just local bandwidth from besides the 27-30gb u get with an IS account?
 
While you might, I just do not see it happening for less than the R6.50 per GB IS charges. Still easier to just buy the 3/30GB IS one?
 
Openweb sells s 25GB local account with the OpenBrowse proxy service for about R180 if im not mistaken. Maybe they can give you a local only with no OpenBrowse for less.
