will someone please explain to me how unbundling of wireless networks will work? I can't seem to wrap my head around the concept of unbundling a last mile technology that consists of radio waves

I am no expert but as nobody else has stepped up I will answer as best I can.
Effectively it would be the same as last mile copper unbundling in that Other operators would have access to the tower to provide services on that spectrum. The Service provider would lease the Spectrum and Hardware from the Tower operator at wholesale rates and be able to provide value added services. Much as Virgin did with CellC, but rather than a private deal it would be legislated.
What IS suggested was access to the towers or at least to the regional concentration points so that they could sell bandwidth that could be used on fixed and mobile networks. They went on to describe it as Bit-stream access on both fixed and mobile.
 
wouldn't wireless unbundling then be much more complicated because of obvious issues like congestion etc... in comparison to copper/fibre where the service providers would have more control over contention ratios?
 
Can you imagine the outcome of LLU on Mobile?

Smartphones in SA would become, you know, useful. (Instead of being charged ridiculous rates for our data!)

I don't see how they can realistically unbundle the current allocated radio frequencies which is even more reason to open up the digital divident and Sentech's spectrum to all operators in an open network. VC and MTN already struggle with capacity issues, imagine they now need to sell unbundled broadband as well, their service would become horrendous!
