Skype Traffic

Does anyone know if the Skype traffic is routed locally before going out internationally? I'd like to know whether or not it would count as international or local traffic when chatting or video conferencing with someone outside of the country??

It uses P2P, so if the person is located overseas, then the traffic would count as international
