May South African ISPs block websites or Internet services?

I think you are confusing
"being prevented from accessing a service on another ISP network" - outgoing traffic filtering
with
"being prevented from accessing a service when connecting from a different network" - incoming traffic filtering

Nr1 regarding net neutrality,Nr2 regarding protecting services unique to your network
 
I've noticed a block but I'm not 100% sure, Telkom isp blocks www.tagged.com, i get a "service unavailable" message, whereas mweb doesn't block it :/

What does tagged.com do? I get annoyed when I visit video sites and get "Sorry, video not supporting in your country or region" I always thought that had to do more with publication/censorship rulings rather than ISP ones.

Looks like some sort of social network thing linked to facebook.
 
Its much older than facebook and full of trouble. If you're looking for trouble then tagged.com is where you will find it.
 
does not matter if they block it or not they will always be a way to bypass it....
