Is there any place where i can download an Xbox or PS3 Emulator for free?

nope not today, maybe in six years <and a big maybe>
they are still battling to emulate ps2 on pc
 
yeah, an xbox360 emulator a few years down the road maybe, but I doubt a PS3 one will ever get made. The PS3 architecture is just way too different.
 
Any particular reason why you would want an emulator, if it is to play games, the performance is probably going to be terrible anyway if one was to be released.
