ICASA must be the slowest moving telecoms regulator in the world.

As far as I know Telkom have already been allocated Wimax spectrum and are in the process of tendering for equipment. All the other players, cellular, wireless and the SNO have applications for specturm in already and are waiting for Icasa to get back to them.
The 3.5GHz spectrum that Wimax 802.16d operates in is actually 3.4 - 3.7 GHz and you need a minimum amount of spectrum to run a service without interference. This means that only a limited amount of players will get spectrum so don't expect to see too many new operators popping up to offer Wimax services, it will be more of the same for most of the time.
