exists? mobile APN where i can plug in vodacom/cellc modem and browse on wifi tablet

hi,
there are some nice tablets available now and then at a good price, but they are only wifi

so it is possible to get a mobile APN in south africa, with the idea of plugging in my cell c usb modem (or if that wont work Vodacom usb modem)
and then use this to connect the tablet to this wifi network and browse via the mobile apn?
 
so you basically want a mini wifi 3g router that you can put a sim card in that has its own battery to use the internet wherever you are? i want the same and i am sure they are around just havent bothered to look yet.
