I think it is taken from here: "If we could open up the market though, prices should drop by between 50% and 80% within a year." Slightly more accurate :D

Even so we'd still be paying an exorbitant amount. After that sort of reduction where would we place on the international rankings?

That is unfortunately incorrect. South Africa has probably a quarter of that. 268 is the number of web host packages available. The amount of ISP's is 55, but doesn't indicate what technology it is. There is a minimum of 62 ADSL ISPs in SA, but definitely not 268.
