Communications bill ushers in demise of Telkom’s monopoly

BUT!
The bill says the Independent Communications Authority of SA will be given directions from Communications Minister Ivy Matsepe-Casaburri about which organisation can apply for what type of licence.

This has consistently proven to be a problem in the past...

SAT-3? Without affordable 'petrol' for the internet this growth will be pedestrian at best or has Telkom been granted yet another reprieve until 2007-2008 when Eassy lights up?

Ja Ja... heard that before, only last time they said that the SNO has two years before being given access... I thought that was signed and sealed. We'll see.

I'll wait until my bill is cheaper cause thats the only bill that really means something right now.

everyone should, however, be grateful to Mpetjane Lekgoroa and the portfolio committee on communications for basically rewriting the crap that was placed before them by the DoC in the form of the Convergence Bill

I have looked at the drafting process of a lot of legislation and have yet to see any bill being so comprehensively changed for the good

If the bill was signed today, i seriously doubt costs will come down with a click of the finger. as Krycor said - if the prices comes down, and we can afford better & more because of the new bill, then i'll believe it.

Everytime I read an article on this it says something like " the bill that's awaiting to be signed " or " its on the presidents desk " or " he's leaning over the thing reading it " or " he can't find he's glasses, and his pen wouldnt work " ...

Enough allready - sign the F##ken thing allready, and lets get on with the show! (ye - it is a show isnt it? The price we pay to be appart of it is seriously twisted!)
 
.....there's a problem with having a bill on the president's desk though.

U have to wait for his annual visits to za b4 he can sign them.

afaik it is not fair to blame el presidente directly for this one - the hold-up is really because the DoC could not get its act together on the ICASA Amendment Bill (remember the issues with financing ICASA and ministerial control over hiring and firing)...this Bill was changed by the Portfolio Committee and then changed back by the National Council of Provinces and i am not sure where it is now or whether it is also sitting on the presidential desk but it has certainly significantly delayed the finalisation of the EC Bill

as an aside the failure of the DoC to introduce the two bills together is one of their biggest fsckups of recent times (which is saying something) and i have little doubt that at some stage the constitutionality of both bills is going to come under attack

as a further aside it is important to reognise that the signing of the bill is all very good and well but in effect the old regime under the 1996 telecommunications act will continue to be in force until the under-resourced, sometimes inept and miniterally-controlled ICASA puts new licence terms and conditions and regulations in place - those following the adsl regulation process will have an idea of just what kind of timelines this suggests

It is the Act that will supercede Ordinance 15 of 1985.

The part I was interested in is the problem that Ordinance 15 of 85 does not have a Zoning for Informal Housing whereas the new Act which I thought was Act 7 of 99 would have addressed these problems.
Also added more substantial fines for Developers etc that are in breach of the law.

Sorry to derail the thread guys.

It's not just poison ivy. Let's not forget zuma or our garlic splattered minister of health. The list goes on and on. Probably the only minister in my opinion that knows his @ss from his face is Trevor Manual
 
And the worst part is that one of these fcuked up ministers could be the next president.
 
could have been worse like papi to be our next president
