How to make a video call in Cape Town

Hi,

I have a Nokia 5800 XpressMusic and i use Vodacom. Im in cape town, and i only get 3.5G network (when im not using my phone) all over Cape Town. When i try to make a video call, my phone says i can only do this in a 3G network. And yes, the person im video calling has 3G (nokia N8).

How do i make a video call? Does cape town not have 3G?
 
Are you both using the same type of phone? Can you browse the net with your phone? Have had video calling work before?
 
I have nokia 5800 and my friend has nokia n8, they both have a secondary camera (a camera at the front of the phone). Yes i can browse the internet, on 3.5G. my previous video calls wud work but i was in east london where 3G would display, and then 3.5G when i use the internet.
 
Doesn't it have to be provisioned for video calling?
