Need advice, and suggestions of mechanics in CT

I heard a noise in the engine, took it to VW, and they told me the fan belt / ribbed belt (they called the former, but see the latter on my quote) needs replacing.
VW's quote show that I need a belt damper for the fan belt as well. One of the other mechanics I called for a quote told me that I wouldn't, as that's for the cam belt, not the fan belt.
Knowing nothing about cars except how to drive them, I'm hoping you can help me out. Does the fan belt require a damper (I'll wiki what that is), or is VW just adding unnecessary stuff?

If you need to know, it's for a VW Polo 1.6 Comfortline.

I also need suggestions of good, trustworthy, hopefully not expensive mechanics (ie VW) in CT, please. I've had a look at other threads on MyBB and called Mace (Tokai) and GMW (Diep River), and I'm waiting on pricing from them.
Area - Tokai is preferable because it's close to work, but I don't mind going as far as the city.

I had a clutch done with them on my VW Jetta, very good service & reasonably priced.
They also dropped & collected me from the office in Steenberg.

Thread revival. Hoping for help on the same issue!

Engine noises are back again. This time, there's a whirring/grinding noise when I accelerate when at lower speeds. That was happening last weekend, and has been happening on and off for the past 2 weeks. This morning, that noise is gone but the throaty engine sound is back.

Took the car to VW Tokai for a service on Friday, and told them about the noise. They told me nothing was wrong. I heard the noise as I was leaving after the service, so they're clearly incompetent.

I used Red Circle the last time this occurred, and they said nothing was wrong then. There's also a squeak they weren't able to get rid of, which I want addressed as well. So I think it's time to try another place.

Help!

EDIT: Don't really care where I have to go to get someone competent to look at this, eg into the city.

Look no further than Mace Performance. They're in Tokai on 295 Main Road, close to the Spotty Dog. Been taking my Audi there for 2 years and have had nothing but awesome service. I have had quite a lot of work done as well (shocks, brakes, EGR valves, VAG diagnostics, various other fixes, minor and major services).

My brother works on cars too if you not willing to spend alot of money. he is quite good, specialises in Alfa's, but works on any car.
