For instance, the previous management bought an accident reporting system for R85m, installed an IT helpdesk for R9m, a payroll system for R34m and entered into a R658m, 10-year property lease – dwarfing its annual budget of R78m.

someone had to sign off on that ... surely they can't spend over budget without consent from DoT?? just like SANRAL!!!
sounds to me like our minister of Transport is the one that must answer for this, as I think he is probably first at the trough.. oink.. oink!!!

Damn thieves should be prosecuted and everything they (now) own should be taken towards the debt.
 
Now you see why the toll roads strategy will be soon implemented nation wide, it is plain to see they have no money left just by looking at the state of the roads. Here where I live it took more than 2 years just to get the completely faded road/highway markings repainted, interesting though that the transport ministry still claims speeding drivers are the leading cause of accidents.:rolleyes:
