Vehicle Tracking & Recovery Providers 36-month contracts

Anyone knows why the vehicle tracking & recovery providers still want to sign you up for a 36-month contract period when CPA only allows them a maximum of 24-months?
 
Depending on how the provider positions it, it may be considered a credit agreement due to financed sale of the equipment. Such an agreement would be exempt from the 24 month limit imposed by the CPA and fall under the NCA (as far as the duration goes, at least).

I think this is an area that is massively open to interpretation though, and am very interested in seeing what precedents will be set in court where this is challenged.
