I was thinking about this this morning again and this point in that article was what came to mind

When is telkom going to realise that one has to spend money, in order to make money. Currently the mentality is "rape the customers to pay for everything we plan on buying in the next 5 years, when we have enough, use 10% of it, then up the pricing and say its to pay for the new equipment"
 
According to the pamphlet I have in front of me the broadband part of the TalkTalk package is "up to 8Meg" with a 40Gig cap.
