I just wonder why so much councillors die in South Africa :

Each month, between 5 to 10 councillors are reported dead, so new by-elections are planned.
Are the councillors chosen during general elections too old ? Are they ill ?
I don't remember seeing the same problem in Western Countries. It is rare that a councillor dies (and makes the news locally).
Does someone know what is the main factor of such a high mortality rate ?
