not to mention the persistent tendency to waste time.....any progress related to the new electronic communications act is once again hostage to the DoC's incompetence

everyone knew about the alleged unconstitutionality of the Bill last year October but the DoC stood by its guns saying it had taken legal advice and had no concerns around the constitutionality of taking an independent regulator and placing it under the thumb of the minister

questions of constitutionality also leave aside questions of stupidity, transparency and investor confidence - how attractive to put money into SA telecomms where the govt owns large stakes in almost all the large operators and infrastructure providers and then, not satisified with indirectly controlling ICASA thru its budget, wants more direct control through hiring, firing and discipline

Thabo oh buddy oh Pal, Since you've deemed not signing it important to protect the consumer, why don't you fire Ivy Matsepe Casaburri wile you're at it! She should be in a retirement home by now!
 
Big up to the President. Looks like atleast he knows what should be done.

Was going to type '...needs to be done'. But I'll need to wait for him to fire Ivy first, as thats what NEEDS to be done.
 
wellllll........ considering the president once said that he fears who would replace him one day, that the ANC is too corrupt, perhaps we would be worse off if "Miss Ivy's Cadbury" was Fried!, No?

ic i hear you - i am reluctant to put it down to anything but incompetence due to a lack of solid proof of any intentional strategem, the technical complexity of telecomms regulation and also because i am not 100% clear on the relationship between the delay and the benefit to government (although the relationship between the delay and the lak of benefit to consumers is more clear)

but there is certainly a lot of circumstantial evidence pointing to the fact that the government is working off its own timetable which it has not disclosed to the public or Parliament and i can understand why this would be a growing perception

bear in mind that the DoC originally included the allegedly unconstitutional provisions - the parliamentary portfolio committee took them out and then they were reinserted by the National Council of Provinces along party political lines and despite clear warnings regarding constitutionality at the time

and the FXI article does provide food for thought as to whether there is an ANC agenda to exert greater control over communications (which is all too easy to buy into and ignores the fact that comms are a great deal freer today than they were in the past)

guesses...we will have to, as usual, wait and see

So much so that there should be enough evidence to start a probe into these delays.
DoC clearly also dont have a performance management system that works, but then that trend it seems stretches far and wide throughout the government departments.
 
Still - nice slap in the face for Ivy having the president reject the bill for being unconstitutional.

Now give her a nice severance package - a dozen crispy creams should cover it - and kick her to the curb.
 
I have a feeling Ivy's standing in Mbeki's eyes is significantly lower than it was before. Mbeki won't fire Ivy now but if there is a cabinet reshuffle between now and 2009 (start praying) I have a feeling Ivy will be out.
