so , its not much data recovery as what it is hard drive repair, i suspect the motor packed up , it makes like a beep beep noise, and then stops, beep beep, and stops

can anyone suggest a reputable repairer that wont charge the price of a small second hand car to fix it?

all i really need is for this drive to work, 1 last time, i need 3 folders off it
 
From the noise you describe I am guessing it is a 2.5" and that you have a stiction fault. Stiction is common on 2.5", very unlikely on 3.5" drives, unless they are the new green drives like WD Green series.

If you dropped the drive then it could be a jammed motor spindle. Seagate 7200.11 suffer from fragile motor spindles so they often have motor issues. Either way, it's a mechanical fault and the drive will have to be opened and cannot be used after the recovery.

Can you confirm what model of drive it is, and if the drive just stopped working one day or if there were issues like a drop or power failure?

its a Seagate Barracuda 1TB 3.5" ST31000528AS ,

Lived inside a server all its life, until one day it sounded like a cat being mutilated by a jet engine ( closest description?!) and then this feint beep beep beep , which i assume is the drive attempting to spin up

If it didn't receive any physical knocks or drops then it is 'most probably' not a seized motor spindle. It could be stiction (heads stuck to platters) of a failed motor controller on the PCB. Difficult to say without being able to diagnose the drive as you can imagine.

If it's motor spindle seizure then it's a big job and at the top end of the rates scale. Stiction, if the heads are OK, not as expensive. PCB, then at the lower end.

Boot with Linux and you should be able to recover data from the drive.
I recommend this, because of its size, 100MB(it won't take too much space on a USB flashdrive: Puppylinux

To create a bootable USB, I recommend this app, makes it very easy:

I ofcourse have Linux Mint permanently on my flashdrive, helped out a lot of people with this. "It's a kind of magic"

The drive is suffering a mechanical failure, Linux nor any other piece of software will help at this point.
