Nazareth Appalsamy, the SPCA's farm unit inspector, said the desperate chickens had started cannibalising each other, and it was the "worst example of cannibalism and cruelty" he had seen in his career.

Appalsamy and three colleagues worked from Wednesday last week until Saturday to put the creatures out of their misery, Beeld newspaper reported.

The police had to be called in, because the project beneficiaries became violent when the SPCA started putting down the animals.

Lungisiswe Mkwanazi, ANC councillor of the Mkhondo local authority, said on Sunday that the Siyaphambili upliftment project had been initiated by the Mpumalanga department of agriculture.

Nhlanha Mavuso, the chairman of the Siyaphambili project, said on Sunday that the project had been initiated for himself and eight other people.

Initially, Mavuso said, the government supplied the chickens and the food, and government and beneficiaries entered into an agreement with a local hospital to purchase the poultry.

The hospital bought chickens once, but did not place another order.

The owners of the chickens ran out of money, and they could not buy chicken feed, Mavuso said.

I wonder if the government even had a process to decide if these people can farm with chickens ? Because clearly these people don't know anything about farming with chickens and government wanted them to supply food to a local hospital ?!?!
 
Well it sounds like the government tried to help and it ended poorly.

Why you blaming the anc here? Sometimes you can try to uplift but if they are not willing to uplift themselves then there is nothing you can do. Seems a bit harsh to blame the anc.

Well you can be sure the ANC takes credit for anything that works, so it's only fair that as the people accountable for running the country, they carry the can for stuffups as well.

There's a good case to be made why giving these people handouts are a bad idea.
 
It would be good to know how much effort the government actually put in to these type of projects. It was nice that they provided the first customer, but it does not look like it was a contract to supply, as I'm sure such a contract would extent beyond one order?

How much effort is put in place to provide these people with more business related knowledge, including marketing, etc.?
 
They should have tied the hospital down to a contract, do you think the project would have failed if they kept buying the chickens? From the article it seems the terrible conditions the animals were left in were a result of the failed business agreement. The farmer should have killed them off before they begun starving though.

Killing them off, should have been the last option. Surely selling them next to the road at half price would have been better than just killing them off? At least there would have been some income.

They should have tied the hospital down to a contract? Why do you think the hospital didn't place any subsequent orders? If a product is good and the price is fair, people will come back for more.

Yup, no idea why the anc is to blame. The people should have offered good product plus good pricing and i am sure the hospital would have ordered again but more than likely they thought they could ride the gravy train but it never worked out.

I guess no matter what happens the anc will always take the blame. Geez i sound like an anc supporter :D

Where the government have failed, is that they did not appoint a manager, or someone with business experience to assist in the first few months/years. This would have increased the chances of success by a big margin.

Give a man a fish, he east for one day. Teach him to fish...he eats for a lifetime.

You cant just give them chickens and say there you go! If they dont know how to farm with chickens...or just farm over all, then how the hell do you expect them to succeed.

From the article it looks like the guy wasn't able to afford feed, irrespective of your farming ability if you can't pay for feed then the animals are gonna starve.

The problem was lack of business management knowledge. He didn't secure a supply contract. He assumed that because they bought once, they will continue to do so. Guaranteed he had no idea about the economics of supply and demand either, or how to plan his business.

If you not gonna get of your arse and go market your product...how you expect people to buy them? Putting all your eggs into one basket (the hospital) is just stupid. Farming aint just about feeding the animals...it is about selling your produce and meat.

Yeah that I agree with, starting your own business is hard enough for business school graduates let alone wannabe farmers.
 
I agree, the ANC is partially to be blamed here. The "let's give them stuff" mentality needs to be adjusted. We have to learn from other African countries when it comes to this kinda stuff.
