If they are "delaying" it again, it should have no impact on the court case ongoing atm if you ask me.....

I have a feeling the judge would take it to mean that SANRAL's arguments are not true.. and this would benefit OUTA actually.

Joint statement of the ANC and COSATU on the Gauteng Freeway Improvement Project and e-tolling system
26 April 2012

The leadership of the African National Congress and the Congress of South African Trade Unions met today, 26 April to receive a report from the Task Team on the Gauteng Freeway Improvement Project (GFIP).

The leadership has collectively agreed to ask government to postpone the implementation of the e-toll collection system by a month. This will give the task team more time toexplore alternative funding mechanisms.

We are all encouraged by the progress made so far.

I doubt that Cosatu would tolerate the stealing that you are suggesting. You may not agree with their positions but their leadership is relatively clean.Give credit where it is due.

I believe that Cosatu is the only credible opposition to the ANC, for now.

Um, Dude... Cosatu is not the ANC's opposition... they are one of their Alliance partners along with the SACP.

The DA is the only effective opposition to the ANC.

They're complicit in the stealing since they're part of the alliance, and some of their members are high up in the government structures.

The e-tolling system is still scheduled to begin in Gauteng on Monday despite an agreement between the ANC and Cosatu to postpone the implementation by a month.

While we wait for the ruling on Saturday ( as the judge said tomorrow ), the e-toll will be postponed for a month but will be implemented on Monday.

Okay as I understand it:
COSATU and ANC have agreed to ask (ie demand) cabinet postpone implementation. This entails cabinet using executive power to postpone for a month. Had this happened before the court proceedings had commenced the urgency for an interdict would have evaporated - and I imagine that if SANRAL had undertaken to postpone implementation before the court, or if a memorandum from the cabinet secretary indicating that cabinet was postponing implementation was put in front of the court this would have been significant.
The judge has to consider the matter before him and until cabinet postpones the implementation or the court issues an interdict e-tolls start as planned.

In reality by ruling that the application is urgent and thereat hearing it the judge gave COSATU a big stick in negotiating with the ANC. Consequently the ANC has backed down somewhat. The ANC is not a party to the litigation and until cabinet implements this agreement it is of no meaning to the legal proceedings under way. If the judge grants an interdict on Saturday morning - after spending all of tomorrow considering the application - and the interdict is for a period shorter than a month cabinet is likely to extend it further to a month if it is longer COSATU at least got to beat the ANC a little.

Or it could be that the governmetn hopes that the interdict will go away. OUTA are not interdicting to postpone for a month. They (and I) want etolls gone. For good. Hamba. That sort of thing.

But the ANC does think that the citizens of SA are stupid - and by past voting records they aren't wrong.
 
^ my point though is that the judge is unlikely to give any value to the development because it really is to late in the day. It seems SANRAL have stepped to a one month postponement but they could have done so in court today.
