who is lying, my ISP or Telkom

Please help!!

My line is a 192Kbps line, and I should be getting 24KB download speed. I am getting 18/19KB and sometimes less (Even on the Telkom speed test).

I asked my ISP (I will not mention there name, as there service has been great), and they said that Telkom controls the speed of the circuit.

So I phoned Telkom and logged a Fault. A technician came out, and said there is nothing wrong with my line, and my ISP is slowing me down, by prioritizing other people.

OK so who do I believe? Cos everytime a Technician comes out, it costs me money cos they say "nothing is wrong", and my ISP says it is Telkom.

Please, I do not want opinions, I only want someone who actually knows the answer, and if they can give me proof, so I can go back to the liar and demand service.

I would really appreciate your help

You won't get your full line rated speed because of overheads, the speeds you're getting sound about right.

192 = +/- 20KB/s (24K theoretical)
384 = +/- 40KB/s (48K)
512 = +/- 55KB/s (64K)
1024 = +/- 110KB/s (128K)
 
I'm very surprised they called out a technician to your home for this. I once had a similar issue but telkom helpdesk simply said "18-20 kilobytes per second is within range for a 192 line".
 
ok, great, thanks alot guys, I am much happier about that, The reason I was so upset is because the day after my line was installed, I tested my line and I got 35k on both HTTP and FTP test, but I wasnt paying for that, so I had no right to have it. BUt then my line speed dropped to below what I am supposed to have.

So at least I understand now, (I am a noob), thank you very much for your help. :) (LordRage is Happy again)

Wrong. Telkom does not set the line speeds to the speed that you buy it for, it sets it to speeds above what you paid for.

a 192k connection is set to 256kbit, or 32kb/s. Anything slower than that is Telkom's bandwidth throttling/heinous heinous heinous packet shaping policies.
 
so would u then say I have a right to complain? or not? and if so who to?
 
line speeds are 100% telkom related, quality of line speed, etc are all telkom related. the only ones that dont follow those rules all the way are IS and UUNET, but if you have a SAIX account, and you have problems with the speeds THE PROBLEM IS NOT WITH THE ISP!!!!!!! Its with telkom as telkom manage the telkom network. Not the ISP you are with. All they handle is authentication
 
20kbps for 192 is about right. Your line should be set to 256kbps, but Telkom will throttle your line to 192Kbps, and TCP overhead will use the rest.

BTW you may find that with multithreaded local downloads, you may get the speed to peak a little above what your account specifies. E.g. With 192 you may get up to 26kB/s.

18 - 22kB/s or so is normal. thats what i usually get when its running like normal 192k. generally if you get >75% of speed its fine. less than that may be problematic especially if testing on telkoms local adsl test page.

People on here think the Isps control like their own networks. No people.

The only people you can blame are either: Telkom (mostly); IS or UUNET.

thanks alot guys, i have been so disillusioned with Telkom lately, and then the typical "blame it on the other guy" scenario came in.. I really like my ISP, so I am glad that it is not them.

ok, kewl so I wont phone telkom and complain again, I am operating close enough.

sorry to double post. But I agree with u, but what doesnt help is my Telkom Technician saying it is my ISP, so if the Technicians dont even know, then how are we supposed to get good service..

True, but you can't phone telkom and complain about an isp/network related issue on that help line cause they only deal with line related problems. ie to push a compaint about saix/is/uunet etc you have to go thru you isp and make them after troubleshootng push it further up the hierachy. granted there us nothing the isp can do when saix/is/uunet have network issues, but they are responsible for that part of the connection to the customer/client. basically they are the middle man.

If you line is synching, not dropping, can attain 'normal' line speed requirements with test account telkom adsl help centre's job is done unfortunately thats the way it is as far as i see it.. which is sad since 2/3 of my cost is from line provider and thats all they can do. :/

ie complaints about slow international, shapped to nothingness etc leaves you in a catch 22 :( since you know the isp will say "We just handle authentication" and you line is synching, speed tests are normal on Telkom site so you kinda go uhm now what? But like i was saying your Isp = your rep to the access providers.

nothing wrong with being disillusioned with Telkom. 20kb/s is about right...sometimes u do get faster but that's once in a blue moon...can't believe they sent a techie for a fault like that. They can't even send a techie for the crap wiring they did for my line :(

What the stuff have you been drinking?? 192ADSL means 192kbits... = 24kilobytes!! there are countless people on here that have posted topics about 192 lines going from 35kB's to 21kB's and it's NORMAL! You were not supposed to be getting 35kB's in the first place!

LordRage....roundabout 20kB's is what you are supposed to be getting. If you're not happy with that, please upgrade to a 384 line. It's really as simple as that.

I merely stated that 192k lines are, when they are installed, set to 256k. That fact has not been disputed.

You were not supposed to be getting 35kB's in the first place!
I never disputed that. I merely pointed out that any other throttling is the result of Telkom throttling your bandwidth. I never passed comment on whether or not this throttling is justified.

I did call telkom's packet shaping policies heinous though, I still stand by that claim. There's absolutely no reason whatsoever that we should have our connections shaped, aside from Telkom's greed.
