I worked in TZ for 4 years TTCL is OK-ish (think Telkom, just worse). use wireless, your cables will go missing ALL the time. Also try Habari Internet, http://www.habari.co.tz/ & VSAT is super popular in Tz, KU band is quite cheap too. VTS Communications (guy called Taha Versi) - he does VSAT installations all over Africa.
