Key telecoms laws come to life

I am trying to get hold of them now...no success up to date :(
 
Wednesday is siesta day probably.

This is South Africa, expect the unexpected. Sigh.
 
rpm how can u call them now? r u crazy? theyre still at home, they only get to work at 11 :D .. then have lunch at 12:30..
Then sleep from 3-4, and leave at 5.

What was their reasoning, is something wrong or amiss with today?

Yebo yes. I seem to have luck with these things... :D

After a couple of holds and some redirects I got through to a very nice gentleman by the name of Mihloti who is currently working with the Chairperson of the council dealing with the regulations. I'd like to point out that ICASA has a groovy, funky jazz kind of hold music that absolutely trounces anything Telkom has.

Me: Hi, I'm phoning to get some information on the ADSL pricing regulations which ICASA is set to release soon.

Mihloti: Aah ok. At the moment we're still waiting to finalise some small logistical problems that we're having. I'm confident that by Friday you'll know exactly what is going on with them.

Me: Thanks. What was the reason for delays in the regulations being published?

Mihloti: There were a couple of reasons. One was that ICASA did not wish to interrupt the running of businesses by publishing these regulations (not sure about that but maybe someone else can help out there?). The second is that until today the original Telecoms act was in effect but with the ECA now in place we no longer have to send the regulations to the minister for approval. As well as this we have to wait on Government printers to be able to publish.

Me: Has Paris signed off on the regulations yet?

Mihloti: In this case Paris doesn't need to sign off on them. The council has approved the regulations so they're fine and it's just logisitcal problems now.

Me: Thanks.

Mihloti: My pleasure. I'm confident that on Friday you'll hear everything you want to know about the regulations.

It sounds a little like ICASA has realised that our dearest Ivy is a bit of a bottleneck when it comes to passing regulations. At least it's fairly encouraging that they say friday and that the word imminent was not used once.

i think we are all setting ourselves up for disappointed by thinking that there is anything good for us in that "document"

okay, the problem is they cant print it fast enough? this on a communications act? the problem is "communications" ?? have they not heard of email, internet? seriously doesnt that reason sound odd?

Oh I think we should all know better than assuming that the regulations will be anything other than a fudge by now. We have lost all hope that ICASA is anything other than an ineffectual farce.

However if the regulations were hard-hitting and truly liberating it would be a nice surprise.

So - odds on regulations being published Friday?

-- how about a poll?
 
I'd give somewhere in the region of 10 to 1 against that they'll be published :D At least now I have a constant contact in ICASA that I can get hold of should we require info :P
