If your account is capped, can you still view the ADSL Usuage meter (with another connection)?

Does TelkomInternet work on prorata? Only give 1.5GB if you apply half way?
I cant authenticate, had the same problem before, but then tried 10 minutes later and it logged on, now I restarted my computer, and its doing it again.
I cant login to the Usuage meter aswell.
I have not yet exceeded 3GB
