Wasn't servicing rural areas supposed to be Telkom's job as required in their licensing agreement?
 
I think so, yes.
Trouble is it didnt fit into their billions of rands per annum profit scheme so they did exactly the opposite, and reduced the number of lines.
Government being the single biggest shareholder and beneficiary, conveniently seemed to ignore this faux pas in the face of mountains of profit, and instead of bitch slapping them, they extended Telkoms monopoly.
At least thats the way I understand it, please correct me if I am wrong.
