I received the following in answer to a query I posted at Microsoft and feel it may be useful if you are rebuilding a Windows machine from NTBackup (the built in Windows backup utility).

Restoring the system state to new hardware with any backup method is always a problem. The general steps go like this for NTBackup.

1) Install XP to the same service pack level as the backup.
2) Restore the backup - don't reboot into Windows.
3) Perform repair install.

The key is to not boot into Windows after doing the restore. You have to boot from the Windows CD and do the repair install first.
