True yet there are a few things to consider:
1) Will the smaller companies actually employ or will they stick to contractors - Contracting contractors may be cheaper but will the product be sound?
2) Providing material\equipment at the levels that they will be looking at it would be more efficient\cost effective to go to the main suppliers directly. Especially when done in bulk.
3) The biggest thing however will remain as quality of work and product. How do you manage that. In Telkom they have CR's (Contract reps) and they have Procurement Services. These are whole devisions that manages this.
