On MyADSL, for example, some (usual) critics are positive about the progress. Some comments point to the fact that “at least Telkom is trying”, certain users are calling for people to “recognise progress when it happens”.

The cap vs upgrade debate is best summed up by one user: “I don’t see why anyone would complain about this. If you drive an Audi A4 and the dealer says ‘bring it in we’ll swop it for an Audi S4’. Sure, you must still stay under 120km/h on the highway, but you can get there a whole lot faster and it now has some nice extra features.”

And that is the point.
crap.
A better analogy would be: "If you drive an Audi A4 and the dealer says bring it in we’ll swop it for an Audi S4. But your only allowed to drive 3km at 180km/h, then you have to stop and walk the rest of the way".

That is the point.

This 3GB thing only applies if one uses SAIX as their provider. There are other (albeit very few) alternatives.

How do you 'get there faster' if the speed limit is still 120km/h? And what are these 'extra features' that you speak about? That has got to be the worst analogy I've ever heard. And for Hilton Tarrant to label it as being 'is best summed up by'. Shows that they can use a 'nice' sounding analogy but one with no substance or fact.

The closest that it gets is that the one is theortically faster, but not actually so. A closer comparision would be between a A4 governed to a limit of 120km that you could trade for an ungoverned A4 but that you still could only use at 120km else your brakes would seize and you'd need to walk the rest of the way home.

But we're all happy now Neotel's here! It has begun.
