Internet Solutions waiting for ICASA on ADSL regulations

Yup, the regulator purposely formulated the regulations to be ambiguous to create confusion and effectively change nothing, despite many calls for clear and concise guidelines.
More than likely to many big names in government with to much to loose for any meaningful reforms to happen.

Nobody at ICASA could be reached for comment. The reason given was that the personnel that could assist did not have any telephone lines as they have moved offices.

Yes, I think they will have to use a cellular network in the meantime!

Although ICASA applied well in advance for the relocation of their telephone systems, Telkom lost the first application and went ahead and cancelled the existing infrastructure. The new move is now planned for December 2007. In the meantime Telkom has suggested that they move back to their old premises and that they may thus be able to connect them within 2 months!

Maybe Icasa should also take out an advert in the newspapers like some other people had to do to get any service out of Telkom or maybe somebody should invite them to contribute funds to TAG's advert!

Taste what your regulatory rubbish is causing this country!
 
How can ICASA possibly be so incompetent that we still haven't heard any clarifications of the damned regulations. It's making me very sad now.
 
ICASA has also not given any indication as to how it will address the problems related to the interpretation or implementation of the ADSL regulations, substantiating the impression among many people that the regulator is little more than a toothless puppet of the Department of Communications.
I can answer that one. ICASA will wait for telkom to give them a response which will go something like this..

"We refuse to do what you said in the regulations, but will instead do this..
<insert stupid alternative here> We also wont give you any valid reasoning for why we refuse to comply (because we can, we just dont want to since we wont make as much money if we do), and there is not much you can do about it anyway so leave us alone now"

ICASA will then release new regulations copying everything Telkom have stated they will do and we will all need more KY Jelly

And with the making-SAT-3-available-to-all-licensed-carriers thing? ICASA has 6 months from ratification of ECA, which was the 19th of July so they have until the 19th of January.

Edit: of course "deadlines" are somewhat fuzzy things in Africa

I sent an email to ICASA about a month ago... still waiting on a reply. Dont expect any type of response soon. I have found that if you threaten to sue them they tend to respond more swiftly.

ICASA is basicaly useless. It listens directly to what the DoC has to say. The ANC is sponsered by large business. One of the largest been Telkom. So the DoC does NOT have your best interest at heart. It has whats best for the ANC`s pockets at heart.

Telkom as it is now is whats best for the ANC. Do you really think the ANC wants people to be able to communicate and educate? Not a chance! They want droves are stupid people willing to vote for them without thought.

What was the use of the new regulations anyway? NOTHING has changed so far that I've seen.

That is exactly what they were intended to do. Create confusion, delay and for all intents and purposes do nothing else. Keep the cash cow grazing for as long as possible.
2010 seems to be the magic number around which all sorts of things happen.
Most notably the shares that were acquired by the PIC for Elephant corporation are only then allowed to be sold, not before. Big money at stake with big names involved. Top echelons of the ruling party.
 
I suppose after the world cup, the people who have made the money will back out, and not care about the mess they have created with their greed. Gooooo capatalism!
 
The only regulation that ICASA can do well is No 2:sick: and South Africa is probably the only country on the Planet today where such blatant misrepresentation and administrative injustice is tolerated by the masses and quietly condoned by the powers that be. Viva! Economic Opression of the masses Viva!, Long! live Telkom Long! live. Down! with affordable broadband for all, Down! with a Free Telecoms market! Viva! the Triple Ripoff from ICASA, DOC and TELKOM. Viva! Wow! I feel so much better now!:D

Just a thought. It has been more than 30 working days since those useless ADSL regulations. Is everyone getting their ADSL installed in less than 30 days now? ;)
