I wonder how different this empowerment deal will be, if at all really.

Will the man in the street benefit from this or will it be the same old usual suspects that get the lions share at preferential rates.

What criteria does Vodacom intend to implement to ensure that the shares that are sold don't go to the already empowered?

Will the names of the beneficiaries be hidden from sight in trusts and consortia or will they be available for review?

Remember it is not just at preferential rates in most of these deals the "investors" don't need to invest a cent into the company. The shares are funded through spv's by dividends.

It's a disguised government move that's a step into their roots:

"common ownership of the means of production"
