Telkom ADSL speeds and advice

Hi Guys

I have noticed the last few weeks that ADSL speeds in the Woodmead area have been very slow. Telkom is my ISP.
I am on a 1024 line up to 4mb...Supposedly
I am a using a D-Link G604T Wireless Router/ADSL Modem...
My settings are as follows:
VPI – 8
VCI – 35
MTU - 1492
MRU -1492
SNR Margin Up 19 Down 13 dB
Line Attenuation Up 16 Down 8 dB
Data Rate 4096 384 kbps

Please can you give me your views and advice from a few of these speed tests I have conducted today.

Speedtest.net - local test
979 Kbs Download
309 kbs Upload
Latency 68 ms
Server was Cape Town

Speedtest.net - international test
103 Kbs Download
131 kbs Upload
Latency 360 ms
Server was New York

Upload speed is faster than the download and that seems to be the speeds I get on most international servers.

I then did the Stanford broadband test and I got these results

I would appreciate your feedback on what kind of speed other users are getting and advice on my settings.

Speed Tests

I suspect that every one of the tests that you have applied gives skewed results due to line congestion, and packet queueing.
 
Correct me if I am wrong, but on the 4mb lines your max theoretical download speed is 512KB/s(0.5MB/s) and max upload is 48KB/s.

Basically you should look for something close to that.
Try a number of local downloads and check your Average Download/Upload to give an idea of how your line is performing. Normally International servers give skewed results in my experience.
