Telkom are paying the ICASA people... its bribery im so sure of it.
Think of it, a new competitor Neotel comes on the market. The stall them getting the license, now they have issues with granting the license to use the some airwave frequency so they can get past Telkoms monopoly of the last mile, so now ICASA are stalling that process. I can't remember exactly why but I think its something to do with something now being right from Neotel side.
Yes Telkom have so much illegal business practice - yet they do nothing. When it comes to Neotel, all of a sudden they can do their jobs. But Telko, NOOOOO!
I mean, the ICASA ADSL thingy that was propogated in the Government Gazette is LAW! I know it wasn't the most professional document (A little Vague) but some things are quite clear. FREE UNCAPPED LOCAL! This is law as far as I am aware, will ICASA do anything, NO. Neotel is a good thing regardless if they can't offer 1st world services/prices, it is still a good thing.
ICASA have issues with Neotel something good for this country, and no issues with Telkom a company which is significantly halting the economy and many other indirectly related things.
bottom line, I feel the ICASA peeps are being given backhands by the Telkom guys...nothing will change if thats the case.
