Speed on 30gb local account???

What speed should one get on an openweb local account only?? If answer is full line speed then why does openweb offer 192k 30gb local account at a higher monthly cost? Also, does anyone play on steam servers using local accounts?
 
the "192k" is the speed ur international speed will be limited to once u hit ur 1/2/3/10gB int cap (using your 30 gB local bandwidth). before then its full steam ahead (max line speed)
