Is this a good deal and a good machine?

I suggest that you confirm that this model is available locally. If it isn't you will have difficulty with service an spares as HP does not import all models into all countries.
 
iirc compusa used to offer a worldwide warranty whereby they would cover any shipping expenses if the device couldnt be repaired in-country. Perhaps it is still available and not prohibitively expensive?
