I can't quite tell the mood of this article, the headline is positive, but....

"concrete steps were needed to counter the flood of negative news reports" - aah - the real issue - the naughty reporters who report crime as a negative thing in SA.
"We accept that crime levels are too high... BUT"
Rest assured NOTHING will happen until you admit there is a problem. Crime and HIV.
How about assuring your citizens first!!!???
Crime is going down steadily? What about VIOLENT CRIME SPECIFICALLY?
What about other factors, like police not arriving at the scene when a crime is committed...
What about crimes not being reported properly... or (believe it or not - it has happened to me)... statements not being taken properly....
How many people have had to just about write their own statement to get the point across?
