if you are 12 months short you pay for 12 months at whatever price you're paying at present. If you pay R360 pm at present on contract you pay R360 PM to cancel. ie 12 months equals approx R4120.

Thats correctActually it is not that bad. If you cancel your service before the 24 months is up you are charged a penalty - afaik this is about R70 for each month remaining on the contract.
If the customer cancels the service before the 24-month contractual agreement period has lapsed, the customer will be penalized according to a sliding scale for early cancellation penalties, which is equal to R62.19 VAT excl multiplied by the outstanding months of the contract which will be levied on the customers final account.
ouch - didnt realise it was so bad! Those poor buggers who have a contract!!!
