How I understand the issue, is that this has nothing to do with the renaming of Pretoria to Tshwane.
This simply has to do with the fact that the capital has not been renamed to Tshwane, the capital is still Pretoria. But, the greater area of land allways known as Pretoria now goes by two names, 1. The Capital Portion which remains Pretoria, and 2. The greater area which is now named Tshwane.
I have heard rumours (totally unverified I may add), that the Pretoria portion of the Tshwane region only spans a couple of City blocks. This could very well be the case seeing that the administrative / government buildings in Pretoria are very much confined to the same small geographical area.
Thus to be totally correct in this matter the SABC would need to refer to the area as Pretoria, when they are reporting on something happening at the Union Buildings for example, and refer to the area as Tshwane when reporting about an event at Menlyn for example.
