Sigh, it is with a heavy heart that I open this can of worms. I can already see the pattern forming - with the end result being another CLOSED thread.
Anyways, on to the meat:
How is it possible, knowing how our government (mis)functions, that Treasury manages to approve a R30 levy on eNATIS transactions in less than a week?
Is it not more believable to imagine a scenario where the whole misadventure was designed from the outset? In other words
1) Create a good system
2) Purposefully ensure it malfunctions
3) Wait for an outcry
4) Eventually "fix" it
5) And, now, the coup - in the moment when the relief overwhelms the populace, slip in a R30 levy?
That, is more believable.
