Slow 4MB Speeds-Possible Reasons

I have a 4MB Dsl line and Planet ADW-4401 Wireless ADSL2+ Router. I have an Openweb Uncapped Account. Regardless of which ISP I use I only get a Mex of 200kbps if I'm lucky. Is my line Attenuation or SNR Margin affecting me speeds or are they correct?

Downstream Upstream
SNR Margin : 21.5 31.0 db
Line Attenuation : 12.0 5.5 db
Data Rate : 4096 384 kbps
