SA lacks key ingredient to leapfrog legacy telecoms

It is a known fact that in America new technology is encouraged by the regulator, even if it hasn't regulated on it yet... Technology can run before the regulatory process until such time that the regulator regulates it. The law follows the tech, not the other way around. Clearly stuff like "no interference with emergency services" and "should not have any negative health impacts" and the likes are standard practice, but as long as you steer clear of a few set rules you can GO for it! We need that sentiment from our regulator...
 
This is a good, straight forward explanation of the telecoms system and what we could expect. It may just be that we will need to nearly double the expected time frames for changes to occur due to the many constraints in out telecoms market: ministerial interference, infant regulator, need for transformation, etc.
