A law that would penalise journalists for disseminating misinformation is one of the proposals on the table at the ANC's policy conference.

The proposal is in a draft resolution from the ANC in the Free State, which wants action to be taken against the media when "misinformation" is published or broadcast.

The Free State gave as an example the news reports quoting Fifa president Sepp Blatter as telling a BBC reporter that other countries would step in to host the 2010 World Cup if South Africa was not ready.

It later transpired that Blatter's comments had been taken out of context - but the reports had led to a major public outcry across the country.

Other provincial draft resolutions say that journalists should become more patriotic and be trained to report on a developmental state.

"Special attention must be given to the proper training and development of journalists by the establishment of national academy for journalists," a resolution proposed by KwaZulu-Natal says.

The proposed resolutions were discussed on Thursday at a closed commission on the "media and the battle of ideas".

It was not clear at the time of going to press whether some of the provincial resolutions would go forward as composites to be debated and adopted at the party's national conference in Limpopo in December.

Gauteng has argued that there are few journalists skilled in reporting on developmental matters in a factual and analytical manner.

The Free State also called for the establishment of a national media house that understood the national priorities and the "nature of a society we sought to build".

It said the South African media needed to be transformed "in such a way that it becomes a more patriotic media".

Gauteng said there was also an urgent need to develop a political school to improve the quality of the party's membership by developing cadres.

"We should make it compulsory for every member to complete an induction and a basic course on the history of the ANC within six months of joining the organisation."

Meanwhile, most provinces called for the creation of a single police service.

They also renewed calls for the Scorpions to be incorporated into the South African Police Service (SAPS).

Delegates from the Northern Cape, Limpopo, North West, Gauteng, KwaZulu-Natal supported the call for a single service.

The ANC Youth League said the National Prosecuting Authority had been "problematic over the years".

It accused the NPA of abusing its powers by casting aspersions on the integrity of those it investigated by subjecting them to "media kangaroo courts".

"The ANCYL calls for the investigating arm of the NPA to be merged with the SAPS to avoid duplication of roles and unhealthy turf competition," it said.

The draft resolutions were debated in various closed commissions on Thursday.

More and more dictatorship-type laws are being proposed and implemented and people arent apposing these loudly enough...

Sounds more like a brainwashing campaign to me.

Spot on. This is just ridiculous.

All states are essentially developmental, but aside from that truism, the ANC inhereted a system that was well run, despite the ingrained inequality that needed to be changed.

They made some bad choices and messed things up badly. Now they're sitting in amongst the ruins and telling us not to be so hard on them for something they're essentially responsible for.

I personally am sick and tired of the systemic corruption and just basic lack of integrity and good work ethic. It's time for the ANC to realise that running a country implies that one WORKS for a living.

Well if no one expects them to work, then they will never see a need to change.

If everyone expects them to do so, then I believe they will quickly adopt a more positive attitude to this 'work' thing.

Thus, I hold them to high standards and I have every expectation that they fulfill them. And they won't hear the end of it until they start meeting those expectations.

The core of the problem is that their voters don't expect that from them, or at least don't hold them accountable when they don't live up to those expectations. Until they do the ANC has no incentive to change.
 
So much for the democracy the ANC fought for. This "democracy" is black. The previous "democracy" was white. So much for transformation. People, please vote based on political policy, this policy alone, is enough to make me vote for anything else but the ANC.

Amen brother... By the looks of things, the ANC has got some dangerous minds that might do well to be moulded by Michelle Pfeifer or somebody suitable... F'ed UP is not even close to describing those statements... The more I look at things in this country the more I think I should run! Not without my family though. Thus I pray instead. :(

What a lot of typical ANC twaddle! There are already plenty laws to control falsehoods reported in the media. "Patriotism" - how moronic do they think we are? This is another disguise for the ANC attempts to muzzle the media and prevent embarrassments like the Arms scandal and Travelgate catching fire.

Employ some apartheid era tactics and create a ANC news paper (Does the Citizen ring any bells :) )

Freedom of speech you say? Why of course they'd be freedom of speech,
as long as the actual speech and press were authorised by the party :).
