As far as i can tell you the max you can carry over is the total of your monthly cap.
So if you carry over the maximum you will end up with your cap doubled at the beginning of the month.
Its your cap, I dont see why you cant use it all up in go.

I have 3.5GB option, and the beginning of the month I started off with 5GB because of carry over.
This month is only the second time I used the carry over since they introduced it, been over my cap the rest of the time

I've never had a single bandwidth carry over. I usually cap myself at the 25th and then start downloading from the DC hub. That's when the fun starts.

Its a pity that im here in Capetown. Its like waiting for paint dry to wait for other locals to connect to the hubs.

Well I've downloaded from a few users in CT last month. Didn't get too bad speeds. Average of about 20-25kB/s. There was the occasional 10kB though, but still..... it beats the 64K throttled speed.

After. I don't really go to the hub before being throttled. I waste my legal bandwidth on Rapidshare.
I've reached a point where my bw just carries over as
1. You can't use p2p (well I can't)
2. Don't feel like trying to find stuff with all the crap out there
3. Can only surf as much...
4. Reaching a point where i'm moving to DSL just for hte uncapped option

And those who can, well, costs you triple the price of those who can't.
Fishfly, if you're looking for stuff to download, P2P is not everything. There are hundreds of good forums providing rapidshare links. My personal favourite, is www.warez-bb.org.
Give it a try. There are certainly many places where you can download free stuff.
